No not too young. They may not recall the visit but the pictures are great. Also at very young ages, the admission is free and you don't need to spend tons to feed them.

DD went to WDW right before she turned 2, not that she really remembers it a bunch, but it was tons of fun for us.

No not all. In this age only your age will enjoy a lot. I have seen so many people
bringing in their children who were below 14 years.

Our DD was 20 months last December when we went to Disneyland and she had a great time. Only issue was that the next day we went with grandma and grampa and it seemed like when we shifted the focus from "what would she enjoy?" to "what do we want to do?" she became a bit of a bear. I highly recommend it though.
