A friend booked this hotel through booking.com as it was economic and had enough space for a group of us. It also has a swimming pool, which is a strong draw when staying in tropical Tarapoto.
The hotel building itself is unfinished, with a third floor still waiting to be completed. And the design reflects the limited land available to build on ie L-shaped bedrooms, no garden, small reception area.
The more expensive rooms have A/C, while the rest have a fan. I stayed in #203, a single room in the interior of the hotel, for 2 nights. It got extremely hot, but I was just about able to sleep with the fan on full, directed onto the bed. Occasionally the fan would stop working, though, which was not ideal.
Breakfast is included, but pretty basic: a tamal or fried egg & bananas with some small buns, fruit juice and coffee. There was nothing to accompany the bread.
The WiFi was free, but did not extend to all rooms, or the terrace.
The reception staff - especially a young girl who worked during the day - were rather slow and unhelpful. They were more interested in watching the TV that had been placed in reception for their benefit.
I also noticed that the cleaning staff didn't clear away a beer can left in a public seating area for more than 24 hours.
On checking out, it transpired that the booking.com price was more than the published rack rate, which was an annoyance.
Overall, for the price ($28 for a twin room; $15 for a single), it was a reasonable option, but not a place I would hurry back to.

Located in a quiet unmade road well out of the city centre, Leito Inn is surprisingly nice considering the drab surroundings. Rooms are large, clean, air-conditioned, comfortable, and reasonably priced - I was at the rear and it was very quiet. Service is excellent and the breakfasts were superb - I was given local breakfast dishes on 2 mornings and they were wonderful.
Trips can be booked from reception and collection is right outside, and there is secure parking.
My only complaint is that the restaurant closes too early, and there are not that many eating options close by. I did find a wonderful Chifa (Chinese-style) restaurant the first night, but they were closed the following 2 nights!
